Upon entering the chamber look up, you'll see [[Discouragement Redirection Cube]], get to it using portals, then grab it and jump to the platform in the middle of a chamber. Then go back to the place where you've found Discouragement Redirection Cube, look up and you'll find another receptacle on the ceiling.
