It is actually pretty easy to get the Hyper Handheld Portal Device in Portal.
To do: Test this in Portal 2, and add a tutorial for it if it's different.
Have you enabled the developer console? Because you will need to enable the console for this. Notice: No cheats/sv_cheats 1 is required!
Now, open the console and type in the following commands:
bind your blue portal key here "ent_fire weapon_portalgun fireportal1" bind your orange/red portal key here "ent_fire weapon_portalgun fireportal2" bind any key (the key to freeze objects and pick them up from far away) here "ent_fire !picker use"
