It is actually pretty easy to get the Hyper Handheld Portal Device. It works in both Portal and Portal 2

Have you enabled the developer console? Because you will need to enable the console for this. Notice: No cheats/sv_cheats 1 is required!

Now, open the console and type in the following commands:

bind your blue portal key here "ent_fire weapon_portalgun fireportal1"
bind your orange/red portal key here "ent_fire weapon_portalgun fireportal2"
bind any key (the key to freeze objects and pick them up from far away) here "ent_fire !picker use"

In case you didn't understand, here is an example:

bind MOUSE1 "ent_fire weapon_portalgun fireportal1"
bind MOUSE2 "ent_fire weapon_portalgun fireportal2"
