As for the language translation guide, the reason it's not translated is because non-English articles are supposed to be translations of the English article. Therefore, non-English article editors need to know English in order to edit the wiki in the first place. Since they need to know English, then they should be able to understand the English version of the language translation guide. Preventing translations of the guide also makes sure that the translated versions don't go out of date. It's OK to put a translated version in your userspace though, as you have done.
