On page 22 in Portal 2 Lab Rat, when the Rat man is editing Chell's file and moving it to the top of the testing order, above Chell's name is Doug Hopper. Chell was deemed unsuitable for testing because she was to stubborn and never gave up. So she was placed as the 1498th person to test. The 1497th person was Doug Hopper, nicknamed the Rat Man. He was also deemed somewhat unsuitable for testing due to his schizophrenia, delusions of persecution, pathological paranoia, and taking to long at solving puzzles. I can see why you would think the Rat Man's name is Doug Rattmann but it is actually Doug Hopper. Rat Man is just a nickname. I'm not completly sure why it is a nickname, probably due to his silent, seclusive nature, schizophrenia, worry against Aperture Science's experiments, or something.
