Each level within the Portal series consists of surfaces. Typically, any light-colored flat surface can house a portal for the player to use, whereas an uneven or dark surface cannot be used in this way. These are used as the basic structure of any given puzzle.
As introduced in Portal 2, Conversion Gel will paint any surface white to allow portals to be used in places where they might not be allowed.
