These items appear to be blue and orange diving masks with snorkels for Atlas and P-Body respectively. They can be earned by participating in the Steam Summer Camp sale between June 30th and July 10th, 2011 and cost 3 tickets at the Prize Booth.
On the Prize Booth the item was described as "Explore the delicate, breathtaking ecosystem beneath the goo for serval tenths of seconds before the corrosive, toxic ecosystem beneath the goo destroys you in Portal 2.", Valve also described the item as Available Soon.
