The Steam Wallet is a feature Valve has implemented into the Steam content delivery system for the purpose of micro-transactions. The Steam Wallet beta was released on September 10, 2010, and officially released on September 30, 2010. The Steam Wallet can be used on Steam to purchase games, downloadable content (DLC), and other steam based content. For example, you can use your Steam Wallet funds to buy the Bionic Beanie from the Robot Enrichment Store.
Usage
With Steam Wallet, you can add value to your Steam account using any of the payment methods supported by Steam. Funds in your Steam Wallet may then be used to buy any item available in the Steam store on an in-game store. You can load up your Steam Wallet ahead of time, or wait until checkout. Also, different payment methods can be combined to make a single purchase.
Once you've added funds to your wallet, that money will be used by default for subsequent Steam store purchases. But if you'd prefer to reserve your wallet balance for in-game purchases of Safety Glasses, BIT.TRIP Flag, and Ninja Skins, no problem -- simply select another payment method during checkout. Your wallet funds will be there the next time you're ready to shop at the Robot Enrichment Store, or any other in-game store.
Pricing
Users can add funds in the following increments to their Steam Wallet via the Steam website or the Robot Enrichment Store:
- $5.00 / £4.00 / €5.00 / 150 rub
- $10.00 / £10.00 / €10.00 / 300 rub
- $25.00 / £25.00 / €25.00 / 750 rub
- $50.00 / £50.00 / €50.00 / 1500 rub
- $100.00 / £100.00 / €100.00 / 3000 rub
Users can view their personal purchase history in the Steam purchase history screen, which includes game purchases and in-game micro-transactions, although exact quantities of items purchased through micro-transactions are not listed. Records of funds being added to the user's Steam Wallet are also listed here.
Steam Agreement
The Steam Subscriber Agreement states below that Steam Wallet funds cannot be refunded, as well as having no real-world value outside Steam.

Steam may make available an account balance associated with your Account (the “Steam Wallet”). You may place funds in your Steam Wallet up to a maximum amount determined by Valve, by credit card, prepaid card, promotional code, or any other payment method accepted by Steam. Within any twenty-four (24) hour period, the total amount stored in your Steam Wallet plus the total amount spent out of your Steam Wallet, in the aggregate, may not exceed $2,000 US or its equivalent in your applicable local currency -- attempted deposits into your Steam Wallet that exceed this threshold may not be credited to your Steam Wallet until your activity falls below this threshold. We may change or impose different Steam Wallet balance and usage limits from time to time. You may use Steam Wallet funds to purchase Subscriptions, including by making in-game purchases where Steam Wallet transactions are enabled. Funds added to the Steam Wallet are non-refundable and non-transferable. Steam Wallet funds do not constitute a personal property right, have no value outside Steam and can only be used to purchase Subscriptions and related content via Steam (including but not limited to games and other applications offered through the Steam Store, or in a Steam Subscription Marketplace).
