The Announcer plays a small part in Portal 2. He guides the player with pre-recorded messages through the facility early on in the game before initiating the first stalemate between GLaDOS and Wheatley.

Most likely it is an automated system to monitor Aperture lab complex created prior GLaDOS and lately left as back up system to keep research going even during "circumstances of potentially apocalyptic significance". Designed to work in extreme and low power conditions that system seems to be automatically turned on as soon as GLaDOS were destroyed and lost control of facility.
